1.     Mark Feldman (Executive Dean & Professor of Law)

Professor Mark Feldman is a renowned scholar in international investment law and transnational arbitration. His research focuses on the governance of multinational enterprises, international investment dispute settlement, and China’s evolving role in international rule-making. His work is frequently cited by authoritative international organizations, including the OECD, UNCTAD, and the World Economic Forum.

Professor Feldman serves as the head of the executive body of the Guangzhou Arbitration Commission and is deeply involved with the Institute for Transnational Arbitration (ITA), where he currently serves as Vice Chair of the Academic Council, Co-Chair of the Asia Region Working Group, and a member of the Executive Committee. He holds a B.A. from the University of Wisconsin and a J.D. from Columbia Law School.

2.     Keru Chen (Associate Dean for Admissions and Administration)

Associate Dean Keru Chen oversees STL’s administrative operations, including admissions, human resources, faculty support, and finance. Prior to joining STL, she served as the Deputy Director of the Development Office at the Peking University Shenzhen Graduate School, where she managed institutional development, alumni relations, and government affairs. She holds an LL.M. from the University of Hong Kong and an LL.B. from Beijing Foreign Studies University.

About Peking University School of Transnational Law (STL)

Founded in 2008 and located in Shenzhen, the Peking University School of Transnational Law (STL) is an innovative institution approved by the State Council. It is the only law school in the world to offer a dual-degree program combining a Chinese Law Juris Master (J.M.) taught in Chinese and an American-style Juris Doctor (J.D.) taught in English.

STL is dedicated to cultivating legal professionals with global perspectives, cross-cultural communication skills, and international competitiveness. Through Socratic-style case teaching and rigorous practice, students master the core theories of Chinese, U.S., and international law.

Our resident faculty is truly international, with over 60% of professors coming from the U.S., EU, UK, Israel, South Korea, and Australia. They hold degrees from prestigious institutions such as Peking University, Harvard, Yale, Stanford, Chicago, and Columbia.

To date, STL has trained nearly 1,500 legal professionals who now serve in leading international law firms, multinational corporations, government agencies, and international organizations. They play pivotal roles in Chinese enterprises’ global expansion and the Belt and Road Initiative, acting as bridge-builders in the global legal landscape.

In October 2025, STL entered a new chapter of growth. Following a cooperation agreement between the China National Intellectual Property Administration (CNIPA) and Peking University, the International Intellectual Property College was established within STL. This initiative aims to serve the national strategy for intellectual property and transform the Guangdong-Hong Kong-Macao Greater Bay Area into a hub for high-level IP talent.

STL currently recruits domestic students through both the "Recommended for Admission" (Exemption) process and the National Unified Entrance Exam for Legal Professional Degrees. We warmly welcome ambitious students from all disciplines to join us in shaping the future of transnational law.
